Flease refer to your letter of 7th May regarding the staff proposed for the Hong Kong Labour Office.
Although the increases asked 1 or are substantial when compared to pre-war numbers, it is, of course, difficult for us to form any judgment regarding their necessity apart from the reasons given by the Governor himself. I note however that in his
(3) Despatch No. 169 of 8th November, 1946, the Governor refers to the

numbers asked for as being the staff which may eventually be required when certain new Trades Union and Workmen's Compensation legislation comes into operation, and in giving approval to the new establishment now proposed, we must ask you to represent to Hong Kong that individual posts on this new establishment should not be filled until this is made necessary by the increasing work of the Labour Office.
